The Council of Social Action was founded with a foundational mandate to address climate change and construct sustainable community frameworks. This marked the genesis of our institutional commitment to environmental stewardship.
The Foundation
In 2006, a group of environmental researchers, community organizers, and policy experts came together with a shared vision: to create an institution that could bridge the gap between climate science, community wisdom, and policy implementation.
Rather than operating as a conventional NGO, CoSA was conceived as a research-driven action organization, rooted in Odisha's ecological and social landscape, committed to generating evidence-based solutions for sustainable development.
Our Mandate
Our initial mandate focused on three interconnected areas:

- •Sustainable infrastructure development rooted in local knowledge systems
- •Policy research to inform evidence-based governance
